Six months after a devastating coastal hurricane, emergency dispatcher Mara Ellison receives a radio transmission from a town that was officially wiped off the map. The message is brief: “Please don’t send anyone. He knows we’re still alive.” The signal comes from Blackwater, a remote island community declared uninhabitable after the storm. No survivors were ever found, and the government has since sealed the area, claiming the island is contaminated by toxic chemical leaks from a damaged research facility. Mara becomes obsessed with the transmission, especially after recognizing the voice of her younger brother, Daniel, who disappeared during the evacuation. Ignoring warnings from her superiors, she begins investigating the official disaster records and discovers that several emergency calls from Blackwater were deliberately erased. With the help of a disgraced investigative journalist, Mara uncovers evidence that the hurricane was used to conceal a classified behavioral experiment conducted on the island. The surviving residents may not be trapped there—they may be hiding from something that was created beneath the research facility. As new broadcasts begin arriving every night, each one predicts a death before it happens. Mara must return to Blackwater to find her brother and expose the truth, while confronting a terrifying possibility: The voice on the radio may not be Daniel anymore.
